Campaign coverage

How many people did the campaigns reach (administrative coverage) vs what was planned. An integrated round has a target per activity; its coverage report names the activity it covers (MR for the MR + nOPV2 rounds), and its coverage here is that activity's reached ÷ that activity's target.

People targeted is the round's planning denominator (an ICRTargetPopulation Group); people reached and administrative coverage come from the round's reconciled administrative coverage report (IcrCoverage view); surveys are the independent post-campaign estimates.
